We take a closer look at the legal situation in the Netherlands. The only country which has openly and fully embraced a policy of harm reduction when it comes to Cannabis. Nevertheless, due to international pressure it has kept a policy of "front door" legality, "back door" illegality. So the relity is not as clear as it may seem.
